
His Majesty King Charles III has recognized the following individuals in the 2025 Birthday Honours.
Companion of The Most Distinguished Order of St. Michael and St. George (CMG):
His Excellency the Governor,. Andrew Murdoch has been awarded the prestigious CMG in recognition to his services to British Foreign Policy.
Appointed by His Majesty The King, His Excellency (HE) Andrew Murdoch was sworn in as the Governor and Commander-in-Chief in January 2025.
In reference to his award, the Governor said: “I'm incredibly honoured to be appointed a Companion of the Order of St Michael and St George. It was such a wonderful surprise to be told - I'm very grateful to all those that have supported me throughout my career, including my family, without whom this would not have been possible.”
As Governor, Mr. Murdoch serves as His Majesty’s representative and, under the Constitution, has special responsibility for external affairs, defence including armed forces, internal security and the police. Before becoming Governor, Mr. Murdoch was Legal Director and Director of Ocean policy at the Foreign, Commonwealth and Development Office, where he was responsible for advising on a wide range of issues concerning international law and foreign policy.
HE’s previous experience includes law of the sea, ocean policy, climate change, national security, sanctions, international criminal law, and development issues. HE headed the UK delegation to the International Criminal Court, chaired the UK’s national committee on International Humanitarian Law, and has been involved in multiple international negotiations.
Governor Murdoch previously served in the Royal Navy, qualifying as a barrister in 2000. He has acted as a prosecutor and defence advocate at courts martial and legal advisor to frontline naval units. He has served at sea (destroyers and frigates) and overseas in operational roles. He left the Royal Navy in 2011 as the Navy's principal internal source of advice on international law, joining the Foreign, Commonwealth Office that year. He is the author of the UK military’s guide to maritime security operations and has published several academic articles on law of the sea issues.

Margaret Lloyd – for services to Architectural Heritage in Bermuda
Margaret Lloyd, 91, has been a pillar of Bermuda’s historical preservation, dedicating decades to the Bermuda National Trust. She served as Acting Executive Director in 2007 and has been instrumental in the Parish Book Series, documenting Bermuda’s architectural heritage since 1986. Working alongside volunteers, she helped assess and record thousands of historically significant homes and landmarks, ensuring their legacy is preserved for future generations.
Born and raised in Bermuda, Margaret studied at Cheltenham Ladies’ College, Oxford University, and Bermuda College, and developed a deep passion for protecting the island’s built heritage. Her meticulous research drew from Lt. A.J. Savage’s historic maps, enabling comprehensive documentation of Bermuda’s evolving architectural landscape.
Her dedication earned her numerous accolades, including a Lifetime Achievement Award from the Bermuda Arts Council (2025) and two Silver Palmetto Awards from the Bermuda National Trust (1992, 2024) for her invaluable contributions to historical documentation.
Beyond Bermuda, Margaret has volunteered in Seychelles, Fiji, Hong Kong, and Cayman, as well as in Africa, where she worked with the Department of Education and the East African Agriculture and Forestry Research Organization. Her commitment to education and conservation spans continents, reflecting her unwavering dedication to service.
Margaret is the daughter of Dr. Eugene and Dorothy Harvey and was married to the late Peter Lloyd, former Deputy Governor of Bermuda and Governor of the Cayman Islands. She has three children, Lokabandhu, Charles, and Susan, who reside in the UK with their families, including seven grandchildren and two great-grandchildren, all of whom remain closely connected to Bermuda.

Dudley Cottingham – for services to Bermuda’s charitable sector
Dudley Cottingham, a dedicated member of the Hamilton Lions Club, has played a significant role in supporting charitable initiatives in Bermuda, especially Vision Bermuda.
Dudley first became involved with Vision Bermuda in 1998 when he was Zone Chair of the Lions Club. In his early years, Dudley was instrumental in restoring financial integrity to the organization. He led the effort to bring the charity into fully governance compliance. Between 2020 and 2024 Dudley chaired the Capital Campaign Committee that raised $1.5 million for the full renovation of Beacon House, Vision Bermuda’s headquarters. Beyond Beacon House, thanks to Dudley, the Hamilton Lions Club has been actively involved in various local charitable efforts, supporting causes that enhance community well-being. Their contributions reflect a commitment to service, inclusivity, and improving the lives of Bermuda’s residents.
Dudley is also a founding member and has been a director of Aurum Fund Management Ltd. since 1994 and is a director of each of the Aurum Funds and other financial services entities. He was a Principal of the Arthur Morris Group of Companies (“AMG”), a Bermuda-based audit and financial services group for 40 years until 2018 (the audit and accounting firm is now Grant Thornton Bermuda). He now provides consulting and non-executive directorship services.
David Sabir – for services to sports
David Sabir has been a pivotal figure in Bermuda’s sports administration for over three decades. Appointed as the Bermuda Football Association’s (BFA) administrative assistant in 1993, he later became its General Secretary, where he has played a crucial role in developing football governance in Bermuda under FIFA’s standards. A graduate of Howard University with a degree in Business Management and Finance, he has leveraged his expertise to advance the sport locally and internationally. Beyond the BFA, Mr. Sabir has served in key roles within CONCACAF, CFU, and FIFA, contributing as a Match Commissioner, Stadium Security Officer, and Presenter at global football events, including the FIFA World Cup. He holds the distinction of being the second longest-serving General Secretary among FIFA’s 200+ members.
A respected leader in Bermuda’s sporting community, Sabir has been involved with the Bermuda Olympic Association, the Bermuda Bicycle Association, and strategic development for various sporting organizations. His dedication to excellence and integrity continues to elevate Bermuda’s standing in football administration worldwide.
Juliana Snelling – for services to the community
Juliana Snelling is a Rhodes Scholar and a seasoned barrister and attorney and her contributions extend beyond her legal practice. Her community works have been her driving passion.
Juliana founded The Grateful Bread (providing nutritious meals and essential resources to individuals and families facing hardships) and SPS.bm (Support Public Schools, Bermuda) (supporting disadvantaged students) – both initiatives aimed at supporting Bermuda’s underserved communities and enhancing educational resources..
Juliana has been the driving force behind these organisations since inception. Her ongoing leadership and hands-on involvement in each of these organisations exemplifies the highest ideals of public service. The direct beneficiaries of her programmes number in the hundreds of individuals who have received meals, supplies, financial assistance or educational support. From before the pandemic through the height of the lockdowns and beyond, Juliana has shown unparalleled consistency in serving Bermuda’s vulnerable population, ensuring each project remains active and effective.
Kathy-Ann Swan – for services to the community, especially in the field of healthcare education
Kathy Ann Swan JP, is a highly respected healthcare leader with decades of service in Bermuda’s medical field. She has held key roles at Bermuda Hospitals Board, Westmeath Residential & Nursing Care Home, and Bermuda College, where she developed healthcare programs and Bermuda’s first Simulation Laboratory. Honored as Nurse of the Year (2015), she has also contributed to international healthcare governance.
Kathy-Ann was instrumental not only in spearheading the team that developed and launched the Certificate for Nursing Assistant (CNA) Programme at the Bermuda College in 2006 but also the development of the Associate of Science in Nursing programme. Both programmes continue to play a vital role in strengthening the frontline healthcare workforce.
Kathy-Ann also played a pivotal role in launching Bermuda’s first Emergency Medical Technician (EMT) programme, a collaborative effort between the Bermuda College, the Bermuda Hospitals Board and the Bermuda Fire & Rescue Service.
Beyond her career, Kathy Ann is deeply involved in community service, holding leadership roles in Age Concern, Sandys Lions Club, Bermuda Medical Council, and Family Court. A devoted mother and grandmother, she cherishes time with family, loves cooking, baking, and travel, and embraces a lifelong commitment to service.
Seldon Woolridge – for services to the arts
Seldon Woolridge is a driving force behind Bermuda’s arts and cultural landscape. He co-founded TROIKA Bermuda in 2009 in response to the growing violence exhibited by Bermuda’s young people. TROIKA has accepted and hosted more than 100 young people since its inception who have had the opportunity to develop and hone their performing art skills while channeling their creativity through a positive outlet. He has nurtured local talent and produced acclaimed theatrical productions, using the arts as a platform for education and community engagement.
His leadership extends to NOVA Mas, a Bermuda Carnival band that blends cultural celebration with strategic financial planning. Having started his journey in the Youth to Youth Programme, Seldon remains committed to enriching Bermuda’s artistic, financial, and social sectors, ensuring the island continues to thrive through innovation and creativity.
Beyond the stage, he serves as a Principal in AML/ATF Risk Analytics & Policy at the Bermuda Monetary Authority, applying his financial expertise to safeguard Bermuda’s economic integrity.
